Are job applications extinct(maybe)?

Well, I'm trying to help my cousins get a job as a bagger at Safeway or Bell Markets but all I see in the store are computers where you can apply. I don't really feel like asking the clerk because MOST of them are grouchy and have negative attitudes when being asked about a job like we are going to steal it from them. But anyways, other places I noticed that indicates you should apply online are Old Navy, Make-up boutiques, and movie theatres. Even though I see a sign that posts, ';Apply online';...should I just call and ask a manager and see if it is possible to apply in person? Not all people have access to the internet! We are living in a world of illegal immigrants nowadays...we got to be stingy when it comes to expenses.
